Does the tea party caucus want to shut down the govt?

Apparently, if they (Republican's) were not after cutting discretionary spending, including health and education,ie; Planned Parenthood ( Which tests or STD,s and screens for breast and cervical cancer) and wanting to cut the EPA (which tests for green house gas emissions) we could be on the fast tract to compromise.
